Source note · Teams Rooms and common area phones calling
Any device used as a shared meeting device needs a Teams Rooms license, whether it joins through a Teams client, anonymous join, or a resource-account identity via Azure Communication Services or another framework. Per-user enterprise suite licenses are not authorized for this. Direct Guest Join and Cloud Video Interop are exceptions.
