For external PSTN calls, a Teams Rooms Pro resource account probably also needs a PSTN path (a Calling Plan license, or an Operator Connect or Direct Routing number) and a phone number assigned through the standard Teams number-assignment process. The Teams Rooms documentation reviewed gives no step-by-step procedure for this.
