Source note · Teams voice administration with PowerShell
A policy assigned directly to a user takes precedence over any group-assigned policy of the same type; among groups, the assignment with the highest ranking (lowest number, 1 is highest) wins; with neither, the Global (Org-wide default) policy applies.
