Source note · Porting numbers to Microsoft Teams
For numbers ported from an external carrier into Calling Plans, preassignment is allowed if the user or resource account has the required Phone System or resource account license and a Calling Plan license, and its usage location matches the number's country. Toll-free numbers also need a positive Communications Credits balance.
