Source note · Troubleshooting Teams phone number assignment errors
In a hybrid deployment with on-premises Active Directory, a Calling Plan or Operator Connect number can be assigned to a user or resource account only after any phone number in the on-premises msRTCSIP-Line attribute has been removed and that change has synchronized to Microsoft 365.
