If Get-CsOnlineUser shows OnPremLineUri populated with an E.164 number, the number was assigned on-premises and synchronized; to manage it online the admin clears it with Set-CsUser -LineUri $null in the on-premises Skype for Business Management Shell and waits for the sync before assigning with Teams PowerShell.
