Subnets are mapped to sites with New-CsTenantNetworkSubnet -SubnetID -MaskBits -NetworkSiteID, and external trusted IPs are defined with New-CsTenantTrustedIPAddress -IPAddress -MaskBits; a tenant can define an unlimited number of trusted external subnets.
