Source note · Teams emergency calling and location policies
An emergency call routing policy can be assigned to a Calling Plan, Operator Connect or Teams Phone Mobile user but has no effect; those users are automatically enabled with the emergency numbers of the country or region of their Microsoft 365 usage location.
