Source note · Setting up dynamic emergency calling in Microsoft Teams
A dynamic policy or location lookup based on the client's IP address is attempted only if the user's external IP address matches a trusted IP address, whereas lookups based on Ethernet switch (port ID or chassis ID) and wireless access point BSSID are made regardless of trusted IPs.
