To check the effective calling policy, Microsoft's script reads the user's TeamsCallingPolicy assignment with Get-CsUserPolicyAssignment, falls back to Get-CsTeamsCallingPolicy -Identity Global if none is assigned, and inspects AllowPrivateCalling.
