47 CFR 64.6301(b) permits a voice service provider to meet its authentication obligation through a third-party authentication service, provided the third party signs all calls using the provider's own certificate, the provider makes all attestation-level decisions for each SIP call it originates, and the agreement is memorialised in writing specifying the third party's tasks and confirming both conditions.
