47 CFR 64.6303 gives a voice service provider with non-internet-protocol network portions 2 ways to comply by 30 June 2021: upgrade the entire network to carry SIP calls and implement STIR/SHAKEN throughout, or maintain and be ready to provide documented proof of participation in a working group, industry standards group or consortium developing or actively testing a non-IP caller identity authentication solution.
