47 CFR 64.6301 requires a voice service provider to obtain a Service Provider Code token from the Secure Telephone Identity Policy Administrator and use it to obtain a certificate from a Secure Telephone Identity Certificate Authority, then to authenticate and verify caller identification information for all SIP calls that transit only its own network, to authenticate it for all SIP calls it originates and hand them on with that information where technically feasible, and to verify it for all authenticated SIP calls it terminates.
