47 CFR 64.6300 defines a gateway provider as a United States based intermediate provider that receives a call directly from a foreign originating or intermediate provider at its United States facilities before passing it downstream to another United States provider, and an intermediate provider as any entity that carries or processes traffic traversing the public switched telephone network while neither originating nor terminating it.
