Source note · Setting up an Oracle SBC for Teams Direct Routing
Direct Routing considers an SBC healthy if it sent SIP OPTIONS within the last three minutes (three one-minute intervals); an SBC that did not is demoted and tried only after the other SBCs in the route, and equal healthy SBCs get calls distributed by Fisher-Yates shuffle.
