Source note · Hold resume and conference signaling
Under RFC 3264 an offerer that wants to keep the session but neither send nor receive media on a stream MUST mark that stream inactive.

If the offerer wishes to communicate, but wishes to neither send nor receive media at this time, it MUST mark the stream with an "a=inactive" attribute.
