Source note · Network-based location for E911 across platforms
Where IPv6 subnet matching fails, Microsoft directs admins to an IPv4 LIS subnet for dual-stack endpoints, a switch or switch/port entry for IPv6-only wired endpoints, or a BSSID entry for IPv6-only wireless endpoints, and says not to create per-device /128 LIS entries.
