Teams has three dial plan scopes: a Microsoft-managed service dial plan per country or region, a tenant Global dial plan and user dial plans. A user's effective dial plan merges the service plan with either the Global or an assigned user plan, never both, and user rules take precedence over tenant rules, which take precedence over service rules.
