Source note · CUCM to Teams Phone migration
Bulk sign-in of SIP devices works in batches of up to 100 devices with at most three concurrent batches per region, requires the site public IP to have been a trusted IP for at least 24 hours, the tenant ID in the provisioning URL, Teams PowerShell 5.6.0 or later, accounts without MFA that hold a phone number, the CommonAreaPhone policy and AllowSIPDevicesCalling.
