The PowerShell chain for Direct Routing call routing is Set-CsOnlinePstnUsage to create a usage, New-CsOnlineVoiceRoute with -NumberPattern, -OnlinePstnGatewayList, -Priority and -OnlinePstnUsages, New-CsOnlineVoiceRoutingPolicy, and Grant-CsOnlineVoiceRoutingPolicy to assign it to a user.
