For Direct Routing the peer PSTN gateway must be told to add location information to the outgoing emergency INVITE by setting PidfloSupported to true, either with Set-CsOnlinePSTNGateway -PidfloSupported $true or the 'SBC supports PIDF/LO for emergency calls' toggle in Teams admin center.
