New numbers are acquired through the Teams admin center Add phone numbers wizard under Voice > Phone numbers > Add > From Operator, and the Voice option only appears once at least one Enterprise E5 or E3 licence, one Phone System add-on licence, or one Audio Conferencing add-on licence is owned.
