For numbers already used with Direct Routing or Operator Connect in the US or Canada, preassignment is not allowed during a Calling Plan port, but the existing assignment can be kept if each number has a Calling Plan licence and an emergency location before the port completes; outside the US and Canada such numbers arrive unassigned.
