Source note · Troubleshooting Cisco IP phones stuck upgrading firmware
From Unified CM 10.0(1), an ITLRecovery key created at install or upgrade lets 'utils itl reset localkey' or 'utils itl reset remotekey' issue a reset ITL to all TFTP directories, with TFTP restarted cluster-wide, so phones regain trust in bulk.
