Source note · Unified CM device pools and device configuration model
For media resources such as Music on Hold, a device uses the Media Resource Group List set on its own configuration, and falls back to its device pool's MRGL if none is set.

If none is assigned, it will use the media resource group list for the device pool that is used for the call.
