After upgrading to IOS XE 16.12.6, 17.3.5, 17.6.1 or later, a dial peer with both a session server-group and SIP options-keepalive could be busied out, with fixes in 16.12.8, 17.3.6, 17.6.3, 17.7.1 and 17.8.1 or later.
