Source note · Setting up queued callbacks in Amazon Connect
Set working queue in the callback tab's optional parameters sends the callback to a queue set up specifically for callbacks; if it is not set, Amazon Connect uses the queue that was set previously in the flow.

If you don't set a working queue, Connect Customer uses the queue that was set previously in the flow.
