Source note · Setting up queued callbacks in Amazon Connect
A callback in a dedicated queue keeps its place in line when that queue has the same priority as the original inbound queue in the routing profile, because routing then orders contacts by the original start time of the inbound call rather than the time the callback was requested.

if your original call arrived at 10:00 and left a callback request at 10:05, Connect Customer looks for the call start time of 10:00, not 10:05.
