Control Hub provides call recording controls for Webex Calling users and workspaces across four distinct recording modes[^29]. Recording can be handled directly by Webex or routed to certified third-party recording partners[^38].

## Recording modes and administrative controls

Control Hub supports four call recording modes: On Demand, Always, Always with Pause/Resume, and Never[^29]. In the administrator description, On Demand mode permits the user to control when recording starts and stops[^37]. When using the Webex App in On Demand mode, the Webex App user documentation states that recording begins on the server at call start, but the recording is kept only if the user selects Start recording[^9].

For both Always and Always with Pause/Resume modes, an administrator can restrict recording by direction: incoming calls, outgoing calls, or both[^49]. Administrators can also restrict recording by call source—internal calls, PSTN calls, or both—with all sources selected by default[^50]. For virtual lines assigned to a Webex App user, call recording is currently supported only in Always mode[^56].

Recording settings can be configured across multiple hierarchy levels in Control Hub:
- Organization level (`Services > Calling > Settings`)[^15]
- Location level (`Locations > Calling > Call Handling`)[^15]
- User or workspace level (`Calling > User Call Experience`)[^15]
- Virtual line level[^15]

## Recording providers and storage

An organization can select Webex as its recording provider or select one of five certified third-party providers: Dubber, Imagicle, CallCabinet, Eleveo, or MiaRec[^38]. Recording through a third-party partner requires a Webex Calling Professional license on the user or workspace[^52]. Dubber Go is included with Webex Calling user entitlements at no additional cost, providing unlimited recordings stored for 30 days per recording[^20][^21].

When Webex is chosen as the recording provider, storage is capped at 100GB per organization[^58]. The administrator chooses an organization-level storage region that determines where recordings reside; this setting does not apply to third-party providers[^51]. The data storage region setting governs voicemails, voicemail transcripts, call recordings, recording transcripts, and faxes[^40]. The organization-level storage setting applies globally unless overridden by a location-level configuration[^42]. Geographic restrictions apply to certain tenant headquarters:
- India: The organization-level storage region is automatically set to India and cannot be changed, though branch locations outside India can select a different region[^41].
- Saudi Arabia: The organization-level storage region is set automatically to Saudi Arabia and cannot be changed[^43].

Third-party provider availability also carries geographic restrictions: CallCabinet and MiaRec are available only to Webex Calling customers hosted in the United States region[^11][^35].

## Announcements and indicators

Administrators can configure a compliance announcement ("This call may be recorded") played to PSTN parties, configured separately for inbound and outbound PSTN calls[^12]. The compliance announcement can be delayed by up to 60 seconds[^2]. Compliance announcement audio is not captured within the recording itself[^4]. If a call is directly received by an Auto Attendant, Call Queue, or Hunt Group, the compliance announcement plays in the language configured for that specific feature[^3].

To alert participants during a call, a repeat recording tone plays every 20 seconds by default, with a configurable interval range of 10 to 90 seconds[^44]. Users also receive visual feedback: an icon appears on Multiplatform (MPP) desk phones and in the Webex App indicating that recording is active[^39].

## User and desk phone controls

Users can control call recording using feature access codes (FAC) or desk phone softkeys:
- Start recording: `*44` or the `Record` softkey[^28][^19]
- Stop recording: `*45` or the `StopRec` softkey[^28][^19]
- Pause recording: `*48` or the `PauseRec` softkey[^27][^19]
- Resume recording: `*49` or the `ResumeRec` softkey[^27][^19]

A user configured in Always mode sees no recording softkeys on the desk phone[^18].

## Recording access, transcripts, and APIs

For organizations using Webex as the provider, enabling the "View and play call recordings" option grants users access to play their recordings[^55]. The Recordings tab under Calling in the Webex App is available only when Webex is the configured call recording provider[^10]. A full administrator assigned the Compliance officer permission can download and play all organization recordings within Control Hub[^13]. Call recordings appear in compliance reports only when Webex is the recording provider[^14].

Transcripts are available exclusively for recordings handled by the Webex provider on calls conducted in English[^53]. Users can read the transcript directly within the player when listening via the Webex App or User Hub[^54].

The Converged Recordings APIs support programmatic access when Webex is the call recording provider, but they do not support third-party partner recording[^7]. Within these APIs, reassigning recordings to another user requires an administrator role[^6]. While user and administrator scopes allow moving recordings to and restoring them from a recycle bin, permanently deleting a recording requires the compliance scope[^5].

## Retention, legal hold, and emergency calling

With a Webex Calling Pro Pack license, administrators can define a retention policy between 7 and 3600 days covering call recordings, transcripts, summaries, and action items[^47]. Once a retention period expires, the purge process takes roughly 1 to 30 days to delete the compliance data[^48]. Legal hold can be applied to retain Webex Calling compliance data during litigation past the standard retention duration[^34].

Emergency call recording requires that general call recording is enabled for the organization and a provider is chosen[^26]. Once active, emergency call recording takes precedence over line-level configurations, recording the call even if recording is disabled on the originating line[^24]. Emergency recording also overrides selective direction and source filters[^25]. Users cannot pause or stop an emergency call recording[^23]. Only compliance officers are permitted to list, play, or delete emergency recordings[^22].

## Webex for Government

In FedRAMP (Webex for Government) deployments, deleted recordings remain visible to the administrator under Deleted recordings and are purged only after a 30-day retention period elapses[^30]. Speaker identification in call recording transcripts is not currently supported in Webex for Government[^31].
