# Registering A2P 10DLC in Twilio

Canonical: https://warmtransfer.net/knowledge/twilio-a2p-10dlc-registration

Last verified: 2026-10-14

Twilio requires A2P 10DLC registration for anyone sending SMS or MMS from an application to US numbers over a 10-digit long code, including individuals and hobbyists[^41]. Registration has two components: a Brand that describes who sends the messages, and a Campaign that describes the message purpose and how opt-in, opt-out and help requests are handled[^7].

## Scope

Toll-free numbers and short codes are outside the A2P 10DLC registration system on Twilio[^40]. Twilio blocks messages to US numbers that are sent from a +1 10DLC number with no approved A2P 10DLC Campaign, and logs error 30034[^22].

## Choosing a Brand type

| Brand type | Daily volume to T-Mobile | Campaigns |
|---|---|---|
| Sole Proprietor | 1,000 SMS segments and MMS, about 3,000 across US carriers[^43] | 1[^43] |
| Low-Volume Standard | Up to 2,000 SMS segments and MMS, about 6,000 across US carriers[^33] | Up to 5[^33] |
| Standard | 2,000 to unlimited SMS segments and MMS, depending on Trust Score[^51] | Up to 5[^25] |

Standard and Low-Volume Standard Brands require a Tax ID[^54]. Each Tax ID can register up to 5 such Brands, and exceeding this without a valid business reason can cause Campaign rejection in manual vetting[^54]. For these Brand types, Twilio accepts the business types Co-operative, Corporation, LLC, Non-profit Corporation and Partnership[^50]. Government organizations must use the Non-profit Corporation business type with the GOVERNMENT industry[^27].

Sole Proprietor Brand registration is only for US and Canadian customers without a tax ID[^45]. Customers outside the US and Canada must use a Standard or Low-Volume Standard Brand[^45]. A sole proprietorship that holds an EIN or Canadian Business Number should also register a Standard or Low-Volume Standard Brand, not a Sole Proprietor Brand[^44].

The Sole Proprietor OTP mobile number must be a US or Canadian mobile that was not acquired from a CPaaS provider[^46]. That number can be used at most 3 times across A2P Brand registrations, and TCR enforces this limit[^46]. Only 1 +1 10DLC number can be registered to a Sole Proprietor Campaign[^47]. Any additional numbers in its Messaging Service stay unregistered and are blocked with error 30034[^47].

The Low-Volume Mixed Campaign use case is for traffic under 2,000 segments per day on T-Mobile[^32]. It carries a lower monthly fee than Standard use cases[^32].

## Fees

Twilio charges a one-time $4.50 fee to register a Brand with The Campaign Registry[^12]. Standard Brand registration automatically incurs a one-time $41.50 Standard Brand vetting fee[^52]. Twilio lists an Authentication Plus fee of $12.50 per request, which applies only to public, for-profit Brands[^6]. Twilio also charges recurring monthly Campaign fees that cover creating and maintaining the Campaign record with The Campaign Registry[^17]. Twilio's US SMS pricing page states that US A2P 10DLC senders are subject to registration onboarding fees, but it does not list 10DLC fee amounts[^37].

## Information to gather

- **Brand contact email.** Since October 17, 2024, public for-profit Brands must supply a business brand contact email that is used for 2FA identity verification[^9]. This applies to new Brands and to existing Brands that create new Campaigns[^9]. A personal, free or distribution-list address causes Brand failure, and error 21740 flags an invalid domain such as gmail.com[^26].
- **Website.** The Brand website URL is screenshotted and evaluated automatically[^59]. It is rejected if it is unreachable, parked or for sale, login-gated, or redirects to an unrelated domain[^59].
- **Privacy policy.** The privacy policy must be publicly accessible without login and must state that mobile numbers are not shared[^38]. It must also disclose message frequency and include "message and data rates may apply"[^38].
- **Campaign text.** The Campaign description must be 40 to 4,096 characters, and the message flow (opt-in description) must be 40 to 2,049 characters[^15].
- **Message samples.** A Campaign requires 2 to 5 message samples of 20 to 1,024 characters each[^19]. Each sample must identify the brand and mark variable content in square brackets[^19].

## Direct Console registration

- **Create a Primary Customer Profile.** The first step is a one-time Primary Customer Profile in Trust Hub[^21]. You can skip it if the account already has one from another Twilio product[^21]. Twilio says approval may take 72 hours or more, and you can proceed to Brand registration while it is pending[^39].
- **Register the Brand.** When you register a Brand in the Console, Twilio submits the application to The Campaign Registry (TCR) for review[^14]. A Brand in IN_REVIEW status is under manual third-party review that Twilio says takes 7 business days or more, and no customer action is required[^11].
- **Add phone numbers.** Twilio instructs adding every phone number intended for A2P 10DLC messaging to the Messaging Service Sender Pool before submitting the Campaign[^2].
- **Register the Campaign.** A Messaging Service can be linked to only 1 A2P 10DLC Campaign at a time[^36]. Twilio's direct onboarding guide warns that Campaign review is currently taking 10 to 15 days, while its approval-process section says 2 to 3 weeks[^18].
- **Number registration.** When a Campaign is approved, all 10DLC numbers in the linked Messaging Service are registered for A2P 10DLC[^35]. Twilio states that this number registration is not instant and can be delayed or fail[^34].

WarmTransfer's reading of the sources is that a first-time direct Standard registration should be planned as a multi-week project, because profile review, Brand manual review and Campaign review are documented in sequence[^20].

## ISV API registration

Before registering customers through the ISV API, the ISV's parent account needs a Twilio Approved Primary Business Profile that uses the ISV Reseller or Partner business type[^29]. The API sequence, in order, is[^30]:

- Secondary Customer Profile[^30]
- A2P TrustProduct[^30]
- BrandRegistration[^30]
- A new Messaging Service[^30]
- The Usa2p Campaign[^30]

Brands are created with `POST https://messaging.twilio.com/v1/a2p/BrandRegistrations`, which requires CustomerProfileBundleSid and A2PProfileBundleSid[^8]. The BrandRegistration SkipAutomaticSecVet option is only for Low-Volume Standard Brands, 527 political organizations, or political organizations with a Campaign Verify token[^42].

Twilio's ISV API guide says not to create the Messaging Service or Campaign until the BrandRegistration status is APPROVED[^31]. The same guide advises contacting Support if a BrandRegistration stays IN_REVIEW for more than 2 days[^28].

Campaigns are created with `POST https://messaging.twilio.com/v1/Services/{MessagingServiceSid}/Compliance/Usa2p`, a resource that Twilio documents as for ISVs only[^57]. Creating a Usa2p Campaign requires BrandRegistrationSid, Description, MessageFlow, MessageSamples, UsAppToPersonUsecase, HasEmbeddedLinks and HasEmbeddedPhone[^58]. Deleting an approved Usa2p Campaign blocks all A2P 10DLC messaging from its Messaging Service until a new Campaign is created and approved by TCR, which can take several days[^56].

## Status values

The BrandRegistration status values are PENDING, APPROVED, FAILED, IN_REVIEW, DELETION_PENDING, DELETION_FAILED and SUSPENDED[^13]. The Usa2p campaign_status values are PENDING, IN_PROGRESS, FAILED and VERIFIED[^55].

## Diagnosing failures

**FAILED Brands.** The most common cause of a FAILED Standard or LVS Brand is a mismatch between Business Profile details, such as legal name or address, and the government tax registration[^10]. A FAILED Standard or LVS Brand can be resubmitted free up to 3 times[^23]. After that, a further API update returns HTTP 400 with error 21724[^23].

**SUSPENDED Brands.** A SUSPENDED Brand cannot be updated or used for new Campaigns (error 21731)[^53]. Its Campaigns cannot send (error 30033) and cannot have numbers added or removed (error 21729)[^53].

**Authentication+ 2FA errors.** Twilio documents these error codes[^5]:

- 21736: domain not verified[^5]
- 21737: 2FA expired[^5]
- 21738: email undeliverable[^5]
- 21739: failed or timed out[^5]
- 21740: invalid domain[^5]
- 21741: code expired[^5]

**Failed Campaigns.** Twilio says Campaigns fail when the purpose, use case, workflow, or opt-in and opt-out methods are incomplete or inadequate, or when content violates registry policy[^16]. You can edit and resubmit a failed Campaign in the Twilio Console; API-based editing is in private beta[^24].

**Error 30034.** This error occurs when the sending number has no approved A2P 10DLC Campaign[^22]. It also occurs when the sending number is not in the Sender Pool of the Messaging Service linked to the approved Campaign[^1].
