# Teams Rooms and common area phones calling

A Microsoft Teams common area phone signs in with a dedicated resource account licensed with Microsoft Teams Shared Space rather than an individual user account[^13]. Teams Rooms systems operate under distinct licensing models and Exchange mailbox configurations tailored for bookable meeting spaces[^8][^43].

## Account types and licensing

Common area phone resource accounts are created as standard user accounts that are not bookable in Exchange, whereas Teams Rooms resource accounts are created as Exchange room mailbox user objects so the room can be reserved[^8]. Device resource accounts used to sign in Teams devices differ from the voice application resource accounts used by call queues and auto attendants[^18]. Each Teams Rooms device requires its own resource account, though associated Teams panels sign in with that same room resource account[^42].

Before April 2026, the Microsoft Teams Shared Space license was named Microsoft Teams Shared Devices[^51]. Each Teams Shared Space license enables 1 device, including common area Teams Phone devices, Teams panels for BYOD rooms, desk docks for bookable desks, and Android mobile phones used as shared devices[^47]. The Teams Shared Space license includes:
- Microsoft Teams Phone[^50]
- Microsoft Intune P1[^50]
- Exchange Online Plan 2, covering cloud voicemail only without support for email or calendar[^50][^48]
- Specialty devices[^50]
- Managed Space[^50]

Voicemail on a Shared Space account can be disabled by deselecting the Exchange Online Plan 2 plan or by running `Set-CsOnlineVoicemailUserSettings -VoicemailEnabled $false`[^48]. Because Teams Phone is included in Teams Shared Space, common area phone accounts do not require a separate Teams Phone license[^15]. However, the Microsoft Teams Shared Space - Single Space license does not include Teams Phone and is intended for space analytics, BYOD rooms, and bookable desks rather than calling devices[^56]. Commercial, public sector, GCC, GCC High, and DoD tenants can acquire Teams Shared Space licenses worldwide[^46].

Teams Shared Space licenses are not supported on Teams Rooms devices[^49]. Any shared meeting device requires a Teams Rooms license—whether joining via a Teams client, anonymous join, or an identity such as Azure Communication Services—with exceptions for Direct Guest Join and Cloud Video Interop[^45]. Microsoft sells 2 current Teams Rooms licenses: Teams Rooms Basic and Teams Rooms Pro[^43]. Teams Rooms Basic is free and limited to 25 licenses per organization, requiring Pro for systems beyond that limit[^43]. Teams Rooms Pro includes Teams Phone Standard, whereas Teams Rooms Basic does not, and Phone System is listed for Pro only[^40]. Teams Rooms Basic supports peer-to-peer and group Teams calls, while Phone System and end-to-end call encryption are restricted to Pro[^36]. Additionally, conference phones running the Meeting interface require Teams Rooms Pro[^17]. Teams Rooms Basic licenses are blocked from signing in to Teams Phone devices[^35].

Both Teams Rooms Pro and Basic cover a single room; running 1 account across devices in different rooms violates license terms, and multiple systems inside 1 room require Pro[^39]. Centrally managed Teams Rooms accounts should hold only a Pro or Basic license along with any needed calling or security add-ons[^37].

## PSTN connectivity and number assignment

PSTN connectivity is not included with the Teams Shared Space license[^10]. If Direct Routing or Operator Connect is not deployed, a common area phone account requires an assigned Microsoft Calling Plan license[^10]. Teams Rooms Pro accounts similarly require a PSTN path—such as a Calling Plan, Operator Connect, or Direct Routing—for external calls, though WarmTransfer's reading of the sources is that the external calling requirement for Teams Rooms Pro resource accounts is inferred from license service plans because documentation lacks an explicit step-by-step procedure[^41].

Phone numbers are assigned using the `Set-CsPhoneNumberAssignment` cmdlet with the `-PhoneNumberType` parameter set to `CallingPlan`, `OperatorConnect` (which also covers Teams Phone Mobile), or `DirectRouting`[^29]. Assigning a Calling Plan number requires an active Teams Calling Plan license and matching usage location, sets `EnterpriseVoiceEnabled` to `True`, and can take up to 24 hours to take effect[^31]. The common area phone documentation points to general tenant telephone number management guidance rather than defining a CAP-specific number assignment procedure[^30].

## Device authentication and sign-in

A common area phone supports 3 sign-in methods: locally on the device, through another device using `microsoft.com/devicelogin`, or via remote provisioning in the Teams admin center[^16]. Microsoft strongly recommends manually setting a common area phone account password with automatic generation and first-time forced password change disabled to prevent sign-in failures[^14]. Shared device accounts must also have password expiration turned off, because expired passwords force a sign-out that requires manual remediation[^34].

Conditional Access policies and interactive MFA can affect shared device accounts[^9]. Interactive MFA prompts prevent resource accounts from signing in because no secondary device exists to approve the request; Microsoft recommends a dedicated Conditional Access policy using trusted network locations and device compliance[^27]. Furthermore, shared Teams phones should be excluded from sign-in frequency controls to prevent automatic sign-outs that require administrator action[^52].

In the United States, a Teams phone that is signed out or lacks an internet connection cannot place 911 emergency calls and displays a warning notification[^2].

## Device policies and user interface

Teams Android phones display 1 of 3 user interfaces based on the account license: User, Common Area, or Meeting[^59]. A Teams Shared Devices license renders the common area interface with an active dial pad[^59]. On common area and meeting room devices, the sign-out control is placed inside administrative settings to stop end users from signing out the unit[^58].

IP Phone policy interface overrides are restricted by license entitlements: Shared Devices allows only the common area interface, Teams Rooms allows only meeting interfaces, and E3 or E5 supports all modes[^57]. Assigning a Teams Rooms license to a common area phone forces the meeting room sign-in mode, which most common area phones do not support[^38]. Furthermore, the Teams IP Phone policy can be modified only when the signed-in account holds an alternate license such as Microsoft 365 E3/E5 or Office 365 E1/E3/E5[^12]. 

The `SignInMode` parameter in `New-CsTeamsIPPhonePolicy` supports 3 values: `UserSignIn`, `CommonAreaPhoneSignIn`, and `MeetingSignIn`[^55]. Setting `SignInMode` to `CommonAreaPhoneSignIn` enables the common area experience[^53]. When deploying phones in public spaces, Microsoft suggests an IP phone policy that restricts Global Address List (GAL) searches and blocks hot desking[^33]. The `SearchOnCommonAreaPhoneMode` parameter accepts `Enabled` or `Disabled` to regulate tenant directory search[^11].

Policy changes assigned to a common area phone account require the device to be signed out and back in, with propagation taking up to an hour[^32]. If an applied app setup policy unpins the Calling app, the on-screen dial pad will not appear[^60]. Accounts holding a Shared Devices license may also suppress call history and meeting schedules for privacy[^44].

## Hot desking and advanced calling features

Hot desking enables users to sign in temporarily to access personal contacts, calendar entries, and preferences before signing out[^22]. Hot desking is enabled via `AllowHotDesking` (`TRUE` or `FALSE`) in the IP phone policy, while `HotDeskingIdleTimeoutInMinutes` specifies the idle duration before automatic sign-out[^6][^24]. Dedicated Teams displays do not support this idle timeout parameter, and the Teams display app reached end of support on September 3, 2025, with compatibility efforts extending 2 years past that date[^19][^20]. To prevent devices from enrolling into individual user profiles, shared hot-desking phones should be excluded from device compliance policies and secured via named network locations, while individual hot-desking users can be required to perform MFA[^23].

Advanced calling on common area phones requires a supported hardware model, a Teams Shared Devices license, and Teams Android app version 1449/1.0.94.2022061702 or later[^5]. When turned on, advanced calling provides:
- Call park and retrieve[^3]
- Cloud voicemail via Exchange Online Plan 2[^3]
- Call queues and auto attendants[^3]
- Group call pickup and forwarding rules[^3]

Advanced calling can be turned on via device configuration profiles in the Teams admin center (`Teams devices > Phones > Configuration profiles > Calling settings > Advanced calling`) or locally on the phone under administrative calling settings[^4]. By default, call park remains off on common area phones unless enabled by policy[^7]. When participating in call queues, a common area phone cannot act as an agent using presence-based routing because the resource account does not reliably report presence; queues should use a method such as attendant, serial, round robin, or longest idle instead[^28].

A common area phone can also operate as a private line automatic ringdown (PLAR) hotline device that automatically dials an assigned PSTN number or directory contact when off-hook[^25]. Enabling hotline mode requires Advanced calling to be turned off and requires Teams Android app version 1449/1.0.94.2023082303 or later[^26].

## Applicability

The 911 calling behavior described for unauthenticated or disconnected states is specific to the United States[^2]. Teams Android app version requirements include version 1449/1.0.94.2022061702 or later for Advanced calling, and version 1449/1.0.94.2023082303 or later for hotline mode[^5][^26].
