Operator Connect numbers are ordered on the operator's own website using the customer's Microsoft 365 tenant ID[^55]. They appear in the tenant only after the operator completes the order and uploads them, and then they are visible with their provider under Voice > Phone numbers in the Teams admin center[^34].

## Who owns which problem

The Operator Connect provider is responsible for PSTN connectivity, number provisioning and porting, calling services, and PSTN-related support and troubleshooting[^53]. Microsoft is responsible for Teams services, Teams Phone administration, Teams admin center functionality, and the integration between Teams and Operator Connect[^52]. Under Operator Connect the phone number services agreement is between the customer and the operator, and requirements such as assigning number usage types and emergency calling services may be fulfilled with the operator[^58].

## Getting numbers into the tenant

An operator is enabled in the Teams admin center under Voice > Operator Connect[^27]. The admin does this as follows[^27]:

- Choose the operator.[^27]
- Select the countries/regions.[^27]
- Give contact details.[^27]
- Accept the data transfer notice.[^27]
- Select Add as my operator.[^27]

The Add phone numbers wizard in the Teams admin center does not acquire Operator Connect numbers in the admin center; it sends the admin to the operator's site instead[^4]. If ordered numbers are missing from Voice > Phone numbers, they appear only after the operator completes the order and uploads them[^34]. Operator Connect service numbers are used for Audio Conferencing, auto attendants and call queues, and they are obtained by contacting the operator[^49]. Service numbers have higher concurrent call capacity than user numbers[^49].

Teams Phone has 3 number usage types[^59]:

| Usage type | Used for | Number types supported |
|---|---|---|
| User | Subscriber numbers for users or devices[^59] | Geographic (toll) only[^60] |
| Voice app | Service numbers for resource accounts behind auto attendants and call queues[^59] | Geographic (toll) and toll-free[^60] |
| Conference | Service numbers for conference bridges[^59] | Geographic (toll) and toll-free[^60] |

## Diagnosing number assignment failures

- **Licence.** The user needs a Phone System (Teams Phone) licence before an Operator Connect number is assigned[^38]. The licence can be assigned from the Microsoft 365 admin center or with PowerShell[^38].
- **Coexistence mode.** The user must be in TeamsOnly coexistence mode[^39]. In an Islands-mode organisation, the per-user Teams upgrade setting must be TeamsOnly[^39].
- **Country match.** The number and the user's usage location must be in the same country/region[^57].
- **Admin role.** Assigning, modifying or removing a user's number requires the Teams Administrator, Teams Communications Administrator or Teams Telephony Administrator role[^5].
- **Assignment block.** A number can carry an assignment block (AssignmentBlockedState BlockedForever or BlockedUntil) that stops it being assigned[^6]. An admin can clear the block with Remove-CsPhoneNumberAssignmentBlock[^6].
- **On-premises Active Directory value.** If the user or resource account has a phone number set in on-premises Active Directory and synchronised to Microsoft 365, Set-CsPhoneNumberAssignment cannot assign a number until that value is cleared on-premises and the change syncs[^37]. In hybrid deployments, remove any number in the msRTCSIP-Line attribute of the on-premises AD object and synchronise the change to Microsoft 365 before assigning an Operator Connect number[^31].

Assigning a number with Set-CsPhoneNumberAssignment automatically sets the user's or resource account's EnterpriseVoiceEnabled flag to True[^50]. Because of latency between Microsoft 365 and Teams, users can take up to 24 hours to be enabled after number assignment[^28]. If the number still isn't assigned correctly after 24 hours, Microsoft points admins to the Phone Number Service Center[^28].

### Resource accounts

Every resource account used by an auto attendant or call queue needs a Microsoft Teams Phone Resource Account licence, whether or not it has a phone number[^43]. Microsoft lists Operator Connect numbers as acceptable for resource accounts, alongside Calling Plans service numbers and Direct Routing numbers[^45]. If a resource account needs a phone number, the Select location value on its Licenses and Apps tab in the Microsoft 365 admin center should match the intended country code[^44].

## Inspecting number state with PowerShell

The -Filter parameter of Get-CsPhoneNumberAssignment accepts several attributes, including IsOperatorConnect, PstnPartnerName, NumberType, Capability, ActivationState and PstnAssignmentStatus[^29]. The NumberType parameter (alias PhoneNumberType) of Set-CsPhoneNumberAssignment and Get-CsPhoneNumberAssignment accepts DirectRouting, CallingPlan and OperatorConnect[^35]. Teams Phone Mobile numbers are assigned with Set-CsPhoneNumberAssignment using -PhoneNumberType OperatorConnect, the same number type as Operator Connect numbers[^56].

Get-CsPhoneNumberAssignment reports a number's capabilities[^7]. The supported capability values for filtering are ConferenceAssignment, VoiceApplicationAssignment, UserAssignment and TeamsPhoneMobile[^7]. The ActivationState values that can be filtered on are Activated, AssignmentPending, AssignmentFailed, UpdatePending and UpdateFailed[^3].

By default, Get-CsPhoneNumberAssignment returns at most 500 numbers, and it returns up to 1000 with -Top[^30]. Larger inventories need -Skip and -Top paging, or Export-CsAcquiredPhoneNumber for a full list[^30].

## Moving numbers to and from Operator Connect

### From Direct Routing

- Before moving a Direct Routing user to Operator Connect, Microsoft says to run Get-CsPhoneNumberAssignment -AssignedPstnTargetId <user> and confirm that NumberType is DirectRouting[^11].
- If Get-CsOnlineUser shows OnPremLineURI populated with an E.164 number, the Direct Routing number was assigned on-premises and synchronised to Microsoft 365[^13].
- For Direct Routing numbers assigned online, the customer contacts the operator, and the operator moves the numbers to Operator Connect on an agreed date and time[^12].
- For an on-premises-assigned number (Set-CsUser -LineURI $null in Skype for Business Server), the number is out of service during the migration, so coordinate the cutover with the operator[^14].
- Removing a Direct Routing number with Remove-CsPhoneNumberAssignment can take up to 10 minutes, and in rare cases up to 24 hours[^15]. Run Get-CsOnlineUser | fl LineUri to confirm the removal[^15].
- After the Direct Routing number is unassigned, remove the user's online voice routing policy with Grant-CsOnlineVoiceRoutingPolicy -Identity <user> -PolicyName $Null before assigning the Operator Connect number[^16].

### From Calling Plans

To move numbers from Microsoft Calling Plans to Operator Connect, the customer asks the operator to port them[^10]. Once the port order completes, the operator uploads the numbers to the tenant for assignment[^10].

### To Teams Phone Mobile

To move numbers from Operator Connect to Teams Phone Mobile, follow these steps[^36]:

- The admin removes the numbers from users.[^36]
- The existing Operator Connect provider removes the numbers from the tenant.[^36]
- The Teams Phone Mobile operator ports and uploads the numbers.[^36]

### Releasing numbers and removing operators

On the Teams admin center Phone numbers page, an unassigned number can be released directly[^47]. An assigned number must first be unassigned from its user before Release is available[^47]. The My operators tab lets an admin view operator status, manage operator services by country/region, suspend an operator or remove an operator[^32]. Before an operator can be removed from the organisation or from a country/region, all phone numbers assigned to users there must be removed and the operator contacted to release the numbers[^48].

## Emergency calling issues

Every Operator Connect user is automatically enabled for emergency calling, and emergency calls are routed automatically to the Operator Connect carrier for that number[^17]. For Operator Connect numbers, the operator implements 1 of 3 emergency-address scenarios[^24]:

- The operator assigns addresses and lets the admin change them.[^24]
- The operator leaves assignment to the admin.[^24]
- The operator assigns addresses and does not let the admin change them.[^24]

Whether a tenant admin can set, modify or delete an Operator Connect user's registered emergency address depends on the capabilities the carrier assigned to the number when it uploaded the number into the customer's inventory[^18]. If the operator assigns emergency addresses and does not allow changes, the admin must contact the operator to change a number's emergency address[^20]. A number's emergency location can be removed with Set-CsPhoneNumberAssignment -LocationId 'null' for Direct Routing numbers and for Operator Connect numbers that are not managed by the Service Desk[^22].

To assign an emergency location, the location, the users and the phone numbers must all be in the same country[^23]. An emergency location's address can only be updated if it has not been validated[^26]. To correct a validated address, delete and recreate the location; a location can only be deleted once no users or numbers are assigned to it[^26]. To activate a phone number in Belgium, France, Germany, Ireland, the Netherlands or Spain, the address in the emergency location must match the number's area code[^19].

For US Operator Connect users, an emergency address that the Teams client acquires dynamically inside the US overrides the registered address, and the call goes to the PSAP for that address[^25]. Otherwise the registered address is used to screen and route the call, and Common Area Phones and Teams Rooms go directly to the PSAP[^25]. If an Operator Connect emergency caller who is being screened cannot update their location, the call is transferred to the PSAP serving the caller's registered address[^21].

## Call reporting and conferencing issues

In the Teams admin center PSTN usage report, Operator Connect calls appear on the Calling Plans tab, which groups Calling Plans and Operator Connect[^42]. On that tab, the Operator column shows the customer's PSTN carrier[^42]. PSTN usage report data usually lags activity by 24 to 48 hours, so recent calls may not appear yet[^40].

Operator Connect Conferencing numbers cannot be set as the default numbers of an Audio Conferencing bridge[^8]. With an Operator Connect Conferencing licence, outbound calls from Teams meetings can only go through the operator[^9]. Those calls fail to reach PSTN numbers unless an Audio Conferencing Routing policy is configured and assigned with a voice route whose BridgeSourcePhoneNumber is an Operator Connect Conferencing bridge number[^9].
