# Cisco Desk and Room devices for calling

Cisco Board, Desk, and Room Series devices support calling across cloud, hybrid, and on-premises architectures[^50][^45][^41]. Cisco's deployment guide describes Webex Calling as the recommended calling solution for these devices, while noting that Unified CM remains the most used calling option for on-premises deployments[^50][^45].

## Calling options and registration paths

WarmTransfer's reading of the sources is that the documentation describes 3 distinct ways a Desk or Room device reaches PSTN: cloud registration with Webex Calling, cloud registration with Hybrid Calling through Unified CM, or on-premises registration to Unified CM (optionally Edge-linked), with only the first keeping both registration and call control in the cloud[^43]. 

When adding calling to an existing workspace with Board, Desk, and Room devices in Control Hub, administrators are presented with 3 calling choices: Call on Webex (default), Cisco Webex Calling, and Hybrid Calling through on-premises call control[^41]. When bulk-creating workspaces for RoomOS devices, the calling option is set as WEBEX or WEBEX_CALLING depending on the desired option[^2].

### Call on Webex

The default Call on Webex option allows 1-on-1 calling only, with no additional participant added to the call, and applies to devices in both shared mode and personal mode[^3]. In Control Hub, this choice is labelled 1:1 call, non-PSTN[^4]. RoomOS 26.8.1.3 (dated August 10, 2026) and RoomOS 11.40.1.1 (dated August 17, 2026) added support for end-to-end encrypted 1:1 Webex Calls on supported RoomOS devices[^13][^12].

### Webex Calling

Selecting Cisco Webex Calling for a workspace provides PSTN calling and adds PSTN service to the device through the Webex Calling service[^4][^48]. For shared Webex devices, instructions direct administrators to register the device to the cloud and then add Webex Calling PSTN service to the workspace[^42]. However, Webex Calling cannot be added to the Cisco Room USB[^39].

Only a subset of Cisco Board, Room, and Desk Series devices support native SIP registration to Webex Calling; those that do support the Webex Calling features defined in the Webex Calling Feature Support Matrix[^28]. Per the deployment guide, Webex Calling gives Board, Desk, and Room devices a line and a phone number plus call hold, call transfer, conference/add a participant, voicemail, and a user directory[^49]. On Desk Series devices with Webex Calling enabled, users can call mobile phones and landlines, select and dial from contacts' phone numbers, and use mid-call controls including hold and resume, transfer, add participants to create a conference, and send and receive voicemail[^10][^9].

### Hybrid Calling

For hybrid calling with Unified CM, administrators associate a phone number with a room device or user device by using the Device Connector tool[^25]. Choosing Hybrid Calling for a workspace requires entering the Unified CM mail ID of the account created earlier and downloading the Device Connector to synchronise the Unified CM configuration[^26]. 

With Hybrid Calling for Webex Devices, cloud-registered devices in a workspace become part of the on-premises Unified CM dial plan, allowing them to dial user extensions or the PSTN and receive incoming calls[^17]. Hybrid Calling requires Unified CM 11.5(1)SU3 or later (12.0(1) or later for Session Management Edition) and Expressway X8.11.4 or later[^21]. It also requires a Cisco Spark Remote Device (Spark-RD) virtual device in Unified CM for each workspace[^20]. In this configuration, G.729 is supported when users join a Webex meeting, but G.729 is not supported when a user dials 1:1 from Webex to a SIP device[^18].

### On-premises calling and Webex Edge for Devices

For on-premises devices, Unified CM is the most used calling option, and administrators can configure a room or desk device to route calls through Unified CM[^45]. A Unified CM device package introduces new phone types to Unified CM and installs the firmware and configuration files that enable features on the device[^11]. For instance, Cisco Webex Desk Pro was introduced in cmterm-devicepack12.5.1 (12.5(1.13022)) for Unified CM 12.5(1) and cmterm-devicepack11.5.1 (11.5(1.18121)) for Unified CM 11.5(1) on March 4, 2020[^7]. Webex Desk, Webex Desk Mini, and Webex Board Pro 55 and 75 were introduced in cmterm-devicepack14.0.1 for Unified CM 14.0(1) on September 8, 2021 (Desk) and January 21, 2022 (Desk Mini, Board Pro)[^6].

Webex Edge for Devices keeps a device registered on-premises to Unified CM or Expressway while providing cloud-only features and Control Hub management[^16]. Edge-linked devices continue to use SIP through on-premises infrastructure for internal dialling and external services; calling does not move to the cloud[^14]. RoomOS 26.9.1.4 (September 9, 2026) introduced Zero Touch Provisioning for Edge for Devices, enabling pre-staged devices in Control Hub to discover CUCM and TFTP via DHCP option 150, onboard via Edge for Devices, and register with CUCM[^52]. Device configurations related to H.323, H.320, SIP, NTP, CUCM, LDAP, Proximity, and Far End Camera Control apply only to on-premises registered devices and Webex Edge for Devices, not to Webex-registered devices[^30].

## Shared workspaces and personal mode

Devices operate in either shared workspace mode or personal mode[^3][^47][^35].

### Shared workspaces

A workspace device is assigned to a physical location rather than a specific user, enabling shared usage[^47]. Setting up a shared Board, Desk, or Room device requires an administrator to create a workspace and generate a 16-digit activation code in Control Hub, which is entered into the device setup wizard[^1]. 

Licensing limits device counts within workspaces:
- A workspace with a Common area workspace license can hold only 1 device[^5].
- A workspace with a Professional workspace license can hold up to 5 Cisco Desk Phones, Cisco MPP phones, ATAs, or third-party devices; the documentation does not name RoomOS devices for this allowance[^38].

The Hot Desking scheduling service allows users to sign in to and book any shared Board or Desk Series device using their Webex identity[^22]. WarmTransfer's reading of the sources is that the July 2025 add-services article describing hot desking as a Board and Desk Series capability is likely outdated for Room Series devices given the February 2026 RoomOS release note[^24].

### Personal mode

Personal mode ties a Board, Desk, or Room device to a specific person in the manner of a personal laptop or phone[^35]. A newly registered device must run software version CE9.0.1 or later to be set up as a personal device[^34]. Control Hub assigns the device to a user so that the user's Webex calls and meetings reach the unit[^33]. 

Users can set up personal-mode devices without administrator privileges by obtaining an activation code from Webex User Hub or the Webex App[^46]. If an activation code expires before setup, the user can generate a replacement code in the Webex App[^32]. Alternatively, RoomOS 26.9.1.4 supports Zero Touch Activation for personal mode, allowing administrators to provision supported devices directly from Control Hub by entering the MAC address and assigning the user[^51].

Users with a Webex Calling Professional license can make and receive external calls with a phone number or extension on their personal Board, Desk, or Room device[^37]. When Webex Calling is enabled on a personal device, calls placed to a URI continue to route through the Webex App service rather than Webex Calling[^36]. When enabled for Hybrid Calling, dialled numbers route through the enterprise network like a PSTN call, whereas SIP calls route through the Webex cloud[^19].

## Software release branches

The RoomOS release notes state that older devices remain on the RoomOS 11 branch, which receives bug fixes until April 2027 and security updates until April 2030[^40].
