Cisco Collaboration Flex Plan 3.0 provides subscription-based purchasing models for Cisco collaboration software and services across cloud, dedicated, and on-premises environments[^25][^21][^41]. The structure encompasses meetings, calling, and contact center offerings under Enterprise Agreement, Named User, and Active User subscription frameworks[^23][^42][^2][^10].

## Buying models

Flex 3.0 provides buying models across EA, NU, and AU[^56]:

* **Enterprise Agreement (EA)**: Requires a minimum of 250 Knowledge Workers (KWs)[^25]. An EA covers all Knowledge Workers across the customer organisation rather than a chosen subset of users[^23].
* **Named User (NU)**: Has no general minimum quantity, except that Webex Suite NU and the Webex Meetings package require at least 5 users[^42].

## Calling options and migration

Flex 3.0 supports mixing deployment models, including Webex Meetings combined with on-premises calling and/or Webex Calling[^41]. Webex Calling includes 3 licence tiers: Professional (full-featured, multiple devices), Standard (single device), and Workspace (shared and common-area locations)[^5]. In an EA buying model, Webex Calling Workspace licences are included for 50 percent of the Knowledge Worker count[^29]. For EA customers deploying Unified CM, Common Area devices are included at 50% of the Knowledge Worker count[^28].

Webex Calling Dedicated Instance, which delivers a Cisco-hosted Unified CM-based deployment alongside Unity Connection, IM and Presence, and Expressway, is available as an add-on under both the EA and NU models[^21]. ## Provisioning, administration, and True Forward

Flex 3.0 on-premises licences are delivered via the customer's Smart Account using details supplied by the partner at order entry[^44]. For cloud services, the partner identifies a provisioning contact who receives instructions to complete setup using the Collaboration Control Hub wizard[^17]. To establish the deployed Knowledge Worker count, Control Hub selects the higher of assigned Meetings licences or assigned Calling licences; messaging assignments are omitted[^22].
* **Trigger thresholds**: Outside the annual milestone, usage exceeding 115% during the term can trigger a semi-annual True Forward[^47]. Additionally, the Collaboration portfolio receives a one-time suite-level growth allowance at initial purchase, and exceeding 105% in the first 6 months can also initiate a True Forward[^51].
