Enterprise multi-line telephone systems (MLTS) must enable direct 911 dialing without a prefix, deliver contemporaneous on-site notifications, and transmit a dispatchable location to the public safety answering point (PSAP)[^19][^30][^23]. This guide details the technical configuration and verification steps required across enterprise platforms to achieve compliance[^19][^27].

## Before you start

Review applicable regulatory mandates and inventory all system components:
- The Federal Communications Commission (FCC) rules define an MLTS to include network-based and premises-based setups such as VoIP, Centrex, PBX, and key telephone systems[^25].

Alternative location information must provide civic address and approximate in-building location, including floor level in large buildings[^1].

## Step 1: Establish regulatory obligations and administrative ownership

## Step 2: Configure validated civic addresses and in-building emergency locations

## Step 3: Map network identifiers for dynamic location resolution
